Originally, I had thought that Legend Tokens would still add to the movement cost of a hex. Now, after some plays, I don't think we need them to. I think that we can create Legends that ARE barriers and have a movement cost, (like Zeus's storm tokens), but I don't think we need to worry about being so specific in the rules.
The following three things add to movement cost:
Terrain (except your favored terrain)
Heroes (if you try to move through them)
Legends (that have specific text saying they increase movement cost)
I think that's all we really need. Thoughts?

Completely agree. For the stated reasons. Silly to have the bull cost extra when it responds to player commands. Silly to have to pay a hex cost to enter the Chariot. Etc.
All I know is my food tastes better when I take my food-tastes-better pill.

Yup. Makes perfect sense. Especially with Palladion. Doesn't make any sense to have any costs on it, given that it's a legend that protect travellers from nature.
