MOVING THROUGH OCCUPIED HEXES!
It occurs to me that this should be okay, and here's how I would like to start:
You may move through an Opponents Hex. A Hero counts as a token for purposes of determining the movement cost in that hex. You may not voluntarily end your movement in an occupied hex. If, for some reason, generally a God Power, you /do/ end your movement in that hex. The Hero already occupying that hex may move you to any adjacent hex.
Yes, this means you have to use a sprint action to move through an occupied hex. So it will cost AT LEAST 3 HP to perform this maneuver.

We will need to add one more Hero Action: "Block - You may increase the number of HP required to move through your hex. You declare the number of HP you are blocking with as your Hero Action."

I don't have pen and paper to sketch this out, but I came up with an idea at 2 AM on how to redesign the Hero Boards to consolidate a lot of the things we've been talking about. I'll try and sketch how it out later today.

Basically:
The idea is that the Hero Board now contains the actions on it as well, but they are labeled as "slots" around the outside of the Board. Each slot is the width of a card and lists what the action is, how much it costs and generally what it does. So at the head of the board is "Shove" "Knock Down" and "Grab." On the right hand side is "Throw" and "Kick." On the left hand side is "Sprint" and "Rest." At the bottom are three slots for "Gifts." (For now) All actions have a base cost of 2 HP. The three at the top (shove, knock down, and Grab) can be charged/enhanced by adding additional HP to them, so all are listed as 2 HP + X. As Boons are Curses are played, they are put into these slots.
Example: A boon for Shove could change the cost from 2HP to 1 or even 0 HP for the next Shove attack. The card would be placed in the Shove slot. Or, instead, the boon could say, "The recipient of this attack is pushed 2 hexes instead of 1." But the cost remains the same.
A Rest Boon could restore an additional HP.
Things like that.
A Curse can replace an active Boon. A Boon can replace an active curse. This keeps something from being permanently deactivated.

The new Hero Boards are up in Roll20. A future iteration will give them borders so it's easier to see where they end.
