The fact that quoted sentences which normally are validated for #2 don't trigger it probably means that the rule has to do with the last sentence in the post.

Right. Similarly, since one post can follow rule 2, but then a post that quotes it while adding more fails, indicates that it's not (just) about something that has to be included, but is (also) about something that must be avoided.
