It occurs to me that you may be misreading the trash problem based on the one visit you had at a particular time of year. OU- which is only an hour away- graduated 8-10 days prior to your visit. I know that when UT is in session, the city camping parks have trash issues- particularly around home football game days and graduation. I'm wondering if what you were seeing wasn't actually atypical of the normal conditions at Turner Falls.
