was born in Xalapa, Veracruz, Nueva España (New Spain), on 21 February 1794. He was from a respected Spanish colonial family; he and his parents belonged to the elite criollo racial group of American-born Spaniards. His father was a royal army officer perpetually in debt, and served for a time as a sub-delegate for the Gulf Coast Spanish province of Veracruz. However, his parents were wealthy enough to send him to school.

He wrote such novels in the idiom of the politically conservative hack writer, but in reality he had a liberal conscience and a sharp awareness of the lack of literary values in so much of the SF he was parodying.

They collaborated on a series of anthology projects and did much in the 1970s to raise the standards of criticism in the field, including institution of the John W. Campbell Memorial Award for Best Science Fiction Novel
