Trash pickup. Nobody likes living in a neighborhood where there is trash floating all over the place.
Vaccines. Seriously though.

Sanitation, totally agree.
My newest kick is a rule that magnifies penalties for those in the public trust. Police, priests, teachers, senators who get convicted get double or triple the sentence because they represented that they could be trusted.
Also, a newsmedia style rule that attached the word "cowardly" to any attack by an armed person on an unarmed one, regardless of other circumstances. So rather than the "brutal attack in Las Vegas," it would read "the cowardly attack."
