I think this is great. And I do think a single Powers deck that is used by everyone is a great way to go. How long do we have, and what help do you need getting a full play iteration ready for them?
What I would like to test with NPR folk next: Boons and Curses. We have been so close to actually scoring, You, Dan and I, at least, are convinced that adding in AT LEAST these Powers will push us over the edge and lead to someone actually scoring something. Then I think we can start to make informed decisions about what sort of speed game we are looking for.
I have been working on creating such a deck for Roll20. It's almost ready, but I made some choices with how I was creating the cards that is taking a little longer than I hoped. I should have something ready this week for whenever we play again.

Event is Feb 24th. So I'm hoping to have stuff ready by Thursday, the 22nd so I'll have a couple days for printing and cutting.
Need... card spreadsheet complete. I haven't even looked, but it sounds like you have most of it. This will mostly be tweaking.
Need... 6 or 8 Hero Abilities that are about equal in power and fit our heroes.
Want... printable Hero Boards
The rest is just discussions of how to define goals, what favored terrains make sense, naming God powers... That sort of thing.
